We’re looking for an enthusiastic Program Manager I who will direct and manage the program design, the implementation and the daily administrative activities of the Family Child Care Homes provider category of care while managing the day-to-day operation of the regional Child Care Licensing office, including enforcing the implementation of the new law which requires annual visits to the registered Family Child Care Homes (FCCH) and supervising the monitoring of child care facilities in all counties of the region. Serves as the statewide program manager for DSS educational and noncitizen policy, practice and procedures, provides statewide case consultation and technical assistance to DSS staff including Regional Well-Being Teams regarding educational services and services for noncitizen children, youth and families. Provides statewide oversight and monitoring for legal and medical services for noncitizens.
The Program Manager I coordinates, drafts, and implements education policy, practice and procedure and provides statewide technical assistance for children and youth with educational needs. Collaborates with educational specialist contractors to create tools to improve educational practices. Reviews and approves home school applications.
Collaborates and serves as the liaison with SC Department of Education regarding statewide educational practices, including serving as the Every Student Succeeds Act (ESSA) Coordinator.
Coordinates, drafts, and implements noncitizen policy, practice and procedure and provides statewide technical assistance for children, youth and families who are noncitizens with service needs.
Collaborates with external subject matter experts to create tools to improve practice to serve noncitizens.
Collaborates with the DSS Office of General Counsel and County Attorneys regarding the legal needs of children and youth who are noncitizens to establish lawful presence. Collaborate with external subject matter experts to provide technical assistance to DSS staff in establishing lawful presence. Monitor and track progress in establishing lawful presence.
Collaborate with medical, dental, and behavioral health providers to provide health care access to children and youth who are noncitizens in foster care. Document encounters and track follow up needs in CAPSS through monthly reports.

A Bachelor’s Degree and four (4) years of experience in any combination of Social Work, management, business administration, administrative services or public administration.
A Master’s Degree and three (3) years of experience in any combination of Social Work, management, business administration, administrative services or public administration.
Extensive knowledge of state and federal laws, regulations, policies, and best practices related to educational services for children and youth and services for noncitizens. The incumbent must also have comprehensive knowledge related to principles of systems of care for children, youth and families with child welfare service needs.

Frequent travel throughout SC may be required as well as occasional overnight trips. Use of personal vehicle may be required. Must have and maintain a driver’s license holding this position.
