The incumbent will collaborate in the development and implementation of MBA’s strategy on regulatory, legislative, and market issues related to residential mortgage lending, as well as serve as a resource to MBA’s Public Policy and Member Engagement Group and MBA members. Incumbent’s primary focus will be to work with MBA’s Associate Vice President, Housing Finance Policy in preparing MBA’s responses to regulatory agencies on issues that impact MBA’s members in the residential loan production area and to manage key member policy groups. Such activities will include research, analysis, and communication as well as interacting with Association members, key trade associations, and other stakeholders in support of MBA policy positions.
Working closely with MBA staff, members, and mortgage banking experts, the incumbent also will manage MBA member committees and working groups, special projects, and miscellaneous assignments in the advocacy/policy arena as directed by Group leadership.
As necessary, the incumbent will assist in advocating MBA positions with appropriate policymakers and representatives from a wide variety of real estate, financial services, and other organizations. Advocacy work will include developing relationships with agency staff, preparing policy/advocacy materials, and participating in certain policy briefings and discussions.
- Researches, tracks, analyzes and writes about current and emerging issues as well as proposed laws and regulations affecting the mortgage banking industry. Assists in the drafting of policy positions to present to MBA member committees and other MBA staff, as necessary.
- Collaborates with others in the Residential Policy and Member Engagement Group with the analysis, development, and communication of policy positions, especially as they pertain to federal regulatory issues.
- Drafts regulatory comment letters, briefing materials, congressional testimony, and other MBA
correspondence and documents to assure the achievement of the Association’s goals and
- Acts as MBA’s expert staff member on several issues related to residential loan production and origination. Provides subject matter expertise on regulatory and legislative issues in the loan production arena. Keeps apprised and informs members of any regulatory and policy developments affecting loan production.
- Develops relationships with key staff at FHA, VA, USDA, the federal banking regulators, and other federal agencies dealing with housing finance issues.
- Manages key committees and working groups, as needed.
- Prepares written communications for Association members updating them on regulatory, legislative, and industry issues.
- Assists members of the Residential Policy and Member Engagement Group in the management of projects and MBA committees, including working groups, task forces, and other groups as directed. Serves as an external and internal contact for issues relating to mortgage originations, appraisals, housing affordability and other issues, as needed.
- Coordinates with other MBA departments on marketing, research, public affairs, and membership issues.
- Prepares and routinely updates MBA issue papers, Web content and other policy documents. Works closely with MBA staff and Association members to assure that MBA’s
positions are accurately articulated in such papers.
- Represents MBA at events, such as conferences, as a subject matter expert.
- Drafts talking points and other briefing materials as directed.
- Other duties as assigned.
NOTE: Incumbent will devote some time for the position, as necessary, to “lobbying activities” as defined under Honest Leadership and Open Government Act of 2007.
Undergraduate degree required. Advanced degree preferred. Three to five years of regulatory or public policy experience preferred. Experience working in the financial services industry, trade association and/or government oversight of the industry, with some specific knowledge of the mortgage banking industry required.
Must be adept at mastering complex policy issues, have exceptional written and oral communication skills, maintain superior attention to details, and be well organized with a demonstrated ability to manage multiple projects and deadlines.
