Working in VDOT’s Administrative Services Division (ASD), this fast-paced position will lead the Division’s procurement training program, perform procurement compliance reviews on a team including two other reviewers, and assist team members with responding to document requests through the Freedom of Information Act (FOIA), procurement audits, and subpoenas.
As the leader of the procurement training program, this position will serve as the Division’s primary instructor in the areas of Contract Administration, Procurement Ethics, Small Purchases up to $10,000, and SPCC Emergency Card Training and will also collaborate with VDOT’s Workforce Development section on their Contract Monitoring training. Leading the training program will also include curriculum development, program evaluation, training needs assessments, and roster management through the Agency’s online learning system VDOT University.
Procurement reviewer responsibilities will include performing compliance reviews and generating findings to reduce risks to the Agency in accordance with procurement laws and policies including but not limited to the Virginia Public Procurement Act (VPPA), the Department of General Services Agency Procurement and Surplus Property Manual (APSPM), the Administrative Services Division (ASD) Procurement Procedures Manual (PPM), and the ASD Small Purchase Credit Card (SPCC) Program Guide. Successfully managing risks to the Agency through the performance of compliance reviews will require an understanding of procurement laws and policies, data collection through the use of available procurement systems and databases, detailed data analysis, and the utilization of quality assurance and quality control strategies to ensure data and analysis are correct and responsive to the risk management needs of the Agency

Minimum Qualifications
In depth knowledge of state procurement laws and policies. Demonstrated skill interpreting and applying federal and state laws and policies to fact-based scenarios and/or data. Expertise in evaluating whether training programs are designed to meet learning objectives and in assessing learning gaps. Experience using instructional design principles and adult learning theories to lead interactive training for the purpose of teaching employees skills to perform their jobs. Skill in using technology based learning platforms. Skill in the use of computers, software, and web based applications. Demonstrated ability to deliver results in a fast-paced environment with changing priorities. Ability to collect, organize, interpret, analyze and evaluate data for the purpose of identifying deviations from procurement policies and procedures to ensure Agency compliance and to manage risks. Ability to communicate effectively orally and in writing with internal and external customers and to make formal and informal presentations. Bachelor’s degree and/or Master’s degree in business, education or public administration; equivalent training and experience may substitute for degree.
Preferred Qualifications
Extensive knowledge of laws, and regulations affecting public procurement. Progressively responsible experience in a state or federal government policy and operational setting. Certified Virginia Contracting Officer (VCO) or Certified Virginia Contracting Associate (VCA).
