Full Job Description

The Virginia Department of Veterans Services is seeking a qualified candidate to serve as the Virginia Transition Assistance Program (VTAP) Manager that will work with key stakeholders within federal, state, and local governments, military installations, and private sector partners to develop and implement a Transition Assistance Program designed to connect Virginia’s veterans with local services, especially employment, entrepreneurship, and educational opportunities.

With minimum supervision, the VTAP Program Manager will plan, direct, and coordinate activities required to position the Commonwealth to better address the employment and education opportunities of transitioning service members, veterans, and serving members of the National Guard and Reserve components. The duties and responsibilities of the position will include formulating and recommending policies, managing daily operations, and planning the use of materials and human resources which are too diverse and general in nature to be classified in any one functional area of management or administration, such as personnel, purchasing, or administrative services.

Minimum Qualifications

Effective oral and written communication skills.
Demonstrated leadership and management experience.
Operational management and logistics coordination.
Ability to develop and enhance relationships with new and existing stakeholders.
Experience serving as a senior leader of a diverse organization.
Experience with development, implementation, and management of projects/programs involving multiple/diverse stakeholders from the armed forces; federal, stated, and local government agencies; and the private sector.
Experience with budget development and management at the federal, state, or local government level.
Experience with preparation and presentation of policy recommendations targeted to multiple/diverse audiences, including military leaders; elected officials; leaders of federal, state, or local government agencies; and representatives of the private sector.

Preferred Qualifications

Bachelor’s degree or Master’s degree or equivalent experience in program management, public policy, and business administration.
