The Education and Workforce Development Cabinet’s mission is to educate, prepare and train Kentucky’s current and future workforces. Our goal is to create and make continuous improvements to an education and workforce system that prepares Kentuckians for the 21st century workforce, while helping businesses find the skilled workers they need to compete and create jobs in the Commonwealth.
The Office of Vocational Rehabilitation empowers individuals with disabilities to maximize employment, achieve economic self-sufficiency and independence, and to contribute back to society. We also help businesses and employers recruit, retain and accommodate employees with disabilities.
We are seeking a Voc Rehab Administrator I in the Program Policy and Support Branch to coordinate, evaluate and monitor the provision of statewide vocational rehabilitation services and perform public relations and marketing functions.
Key Responsibilities:
- Provides support for the administration of statewide vocational rehabilitation program services by interpreting and applying agency and federal rules, regulations, policies and statutes as they relate to the evaluation and quality assurance of the vocational rehabilitation programs.
- Supports the division directors in the development and implementation of vocational rehabilitation program policy and procedures.
- Acts as a liaison to the Statewide Council for Vocational Rehabilitation program services by coordinating quarterly meetings, strategic planning activities, and overseeing federally mandated board comprehensive work activities of the council. Provides guidance and support to the council committees.
- Coordinates public hearings.
- Represents the agency at federally sponsored conferences.
- Prepares federal program evaluation reports, program caseload statistics, correspondence, reports and other records.
- Consults with state and federal officials, industry representatives, administrators and federal auditors concerning program evaluation activities for the vocational rehabilitation program.
- Acts as a liaison regarding state compliance with the Rehabilitation Services Administration (RSA).
- Assists with the federally mandated state plan, updates, data reporting, changes to law and identifies the needs of the agency for continuous improvement based on program service trends for effectiveness, efficiency and satisfaction of vocational rehabilitation program services.
- Shares responsibility for welcoming customers by providing basic information about all available services and determine what next steps and assistance are most appropriate for each customer.
- Performs other duties as assigned.
Minimum Requirements
EDUCATION: Graduate of a college or university with a master’s degree in rehabilitation, rehabilitation teaching or therapy, guidance and/or counseling, psychology, sociology, orientation and mobility, social work, special education, education, education with emphasis in vocational counseling, public or business administration or a related field.
EXPERIENCE, TRAINING, OR SKILLS: Four years of professional experience in rehabilitation, rehabilitation teaching or therapy, vocational assessment, employer relations, rehabilitation technology, rehabilitation counseling, vocational evaluation, supported employment, job placement, guidance and/or counseling, psychology, sociology, orientation and mobility, social work, special education, education, education with emphasis in vocational counseling, customized employment, health studies, human relations, human resources, occupational therapy, physical therapy, school counseling, or a related field.
Substitute EDUCATION for EXPERIENCE: Current certification as a Certified Rehabilitation Counselor (CRC) will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION: A bachelor’s degree plus two years of professional experience in rehabilitation, rehabilitation teaching or therapy, vocational assessment, employer relations, rehabilitation technology, rehabilitation counseling, vocational evaluation, supported employment, job placement, guidance and/or counseling, psychology, sociology, orientation and mobility, social work, special education, education, education with emphasis in vocational counseling, customized employment, health studies, human relations, human resources, occupational therapy, physical therapy, school counseling, or a related field will substitute for the required master’s degree.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Working Conditions
Work is performed primarily in an office setting. Occasional travel will be required to coordinate services between customers and the agency.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
