SCOPE OF POSITION
The Director of Physician Recruitment implements a physician recruitment program and strategies designed to provide the mechanism by which Ballad Health, its medical staff and affiliated hospitals may recruit needed physicians to their facilities, practices and communities. This position directs the efforts in recruitment of new physicians to Ballad, its medical staff and affiliated hospitals. Must demonstrate ability to work with other individuals in a highly professional setting as well as to act independently. Has daily contact with members of the Medical Staff of Ballad, faculty members at various training institutions, administrators at affiliate and outreach facilities. Will establish and maintain a physician recruitment consulting service at affiliated hospitals, which will increase that facility’s success rate in recruitment, increase bonding with Ballad and generate revenue for Ballad. Will develop and maintain a comprehensive in-house physician recruitment program that will include sourcing, screening, interviewing, referring, contract negotiating, and providing assistance in introduction into the medical community. Will work with Ballad facilities to expedite credentialing process. Works closely with Ballad legal counsel and interviewing physicians’ legal counsel during negotiation process and contract development. Works closely with Ballad administration in physician recruitment aspects of program development and expansion.
In role as physician recruiter, negotiates contracts with recruitment firms and also has access to financial information regarding individual physicians and their practices. Practices fiscal responsibility by developing realistic annual operating and capital budgets, conserving resources, and monitoring expenditures to ensure they remain within budgeted parameters. Establishes close associations and working relationships with the various sources of physicians who are seeking practice opportunities, such as medical schools, residency training programs, national, state and local medical societies and associations. Maintains excellent relationships with dean and various departmental chairmen/residency directors at East Tennessee State University. Maintains knowledge of legal aspects of physician recruitment regulations and provides assistance in insuring Ballad is in compliance with state and federal regulations. Provides assistance in development of Medical Staff Development Plan and monitors physician complement in communities served by Ballad. Provides assistance to Committees on Medical Staff Development at Ballad facilities. Provides contract development for Ballad employed and independent contractor physicians and mid-level providers. Activities include contract development and contractual changes/updates. Maintains active role in contract renegotiations with employed and independent contractor physicians. Responsible for annual maintenance and evaluation of contracts.
Responsible for strategic planning in support of the Ballad Mission and Vision and developing long-term and short-term goals and objectives in the area of medical staff recruitment. Ensure that Ballad policies are consistently observed and for the development and implementation of appropriate recruitment policies and procedures. Accountable for compliance with all pertinent JCAHO Standards, and with the local state and federal regulations. Participate in Performance Improvement programs and cooperate with interdepartmental reengineering projects to improve quality of service and reduce cost. Will act as a conduit to investigate growth opportunities for Ballad and its subsidiaries meeting physicians and evaluating potential opportunities.

Requires a Masters in Healthcare Administration or Business Administration or equivalent experience. Excellent presentation and written/verbal communication skills essential. Computer literacy required. Knowledge of HHS Office of Inspector General regulations pertaining to fraud and abuse desirable. Accountable for compliance with all pertinent Ballad Standards, and with local, state and federal regulations. Prefer five (5) years experience in physician recruitment or physician services. Previous experience in a healthcare organization required to include proven track record in dealing with physicians. Job skills and abilities require proficiency in interacting with physicians and staff; good written and verbal communications skills to interact with physicians and hospital administrators; the ability to understand the legal environment of physician/hospital relations to be able to negotiate agreements. Documented experience in physician compensation methodologies and contractual management required. Knowledge of aspects of marketing functions required. Knowledge of not-for-profit and for-profit physician activities required
